What state does project need to be in for initial submission?
Does the skill need to be fully approved or just submitted for review? If it is just submitted for review but not approved, will be judges be able to test it?

Hey Chad!
It needs to be submitted to Devpost AND submitted to the Alexa Skill Store for certification. It does not need to pass certification before the deadline, but it does need to pass by the end of the certification period.
Here's the recap:
Submission Package: A skill description, video demo, and other information must be submitted on the Devpost website by November 12th at 5:00pm EST to be considered. For a complete list of requirements, see the Official Rules.
Certification: All skills must be submitted to the Alexa Skill Store by November 12th at 5:00pm EST and PASS certification by December 6th at 5:00pm EST.
If you are able to submit for certification earlier, you will have more time to make potential updates in case it fails to pass. You can imagine they get a lot of entries at the last minute. Once you've entered your Skill ID on the Devpost submission form, we pass that on to the Alexa team to prioritize. You can do that anytime and keep updating your submission form until the deadline.

Just wanted to jump-in on this thread: You may want to make sure that you have a mechanism in place to review what you call a "submission".
For example, we submitted a few days ago and are now going back and forth with the review team (which according to the rules, need to be completed by the Dec 6th).
But...on our skills it shows "in Development" which is not the case.

Hey Greg,
That sounds like they may have just confused the final date that it has to pass certification. This makes sense since the certification team is only involved in that portion of the process. The homepage and rules show these dates which need to be followed:

We have a review process that basically goes like this: Devpost will review the entries submitted to Devpost for eligibility and completeness. After the certification period is over, the Amazon team will confirm that all of the skills that were submitted to Devpost have cleared the certification process and have incorporated ISP during the submission period. I hope this clears it up for you.
